Russia and Kazakhstan on the 28th in Astana signed agreements, witnessed by
President Putin and President Tokayev, to jointly build the Balkhash nuclear
power plant — Kazakhstan's first — including agreements on construction
parameters and project financing to be provided by Russia's state export-credit
agency. The plant will use Russia's most advanced technology; Tokayev said the
project will drive research, education and technology cooperation and support
Kazakhstan's energy, industrial and emerging-sector development.
