Shanxi province said it will prioritize air quality improvement with PM2.5 control as the mainline during the 15th Five-Year Plan period, targeting key industries, peak pollution periods and priority regions. Planned measures include accelerating consolidation and upgrading of backward capacity in key sectors and comprehensive remediation of industrial clusters; continued clean-energy replacement of coal-fired boilers and industrial kilns; an orderly phase-out of scattered residential coal heating; high-quality ultra-low-emission retrofits for steel, coking, cement and foundry pig-iron production; and accelerated large-scale adoption of new-energy heavy trucks.
