The province pledged full cooperation with the State Council accident investigation to identify causes and responsibilities of local governments, industry regulators and enterprises, and to remedy weak safety culture, weak legal awareness, failures in "key-person" accountability, insufficient regulatory penetration and lax grassroots inspections.
