He said enterprises naturally connect science, market and industry and called for stronger enterprise-led industry–university–research integration, support for firms to form innovation consortia, and greater upstream–downstream industry‑chain integration. He asked authorities to cultivate and scale a cohort of technology-leading firms and to tier the development of companies that will underpin future industries.
