Shanghai municipal government office issued the city’s Service Industry
Development "15th Five-Year Plan." Over the plan period Shanghai will pursue
layered, categorized service development—simultaneously expanding capacity and
improving quality while coordinating development and supervision. Policy will
focus on boosting core urban service functions through the construction of the
"five centers," prioritizing producer services to drive industrial upgrading and
life (consumer) services to stimulate domestic demand, and advancing early
deployment of emerging service subsectors to expand future growth space and
build a higher-quality, more efficient modern service industry system.
