The plan directs selective cultivation of leading ag‑equipment manufacturers, manufacturing "single champion" firms and specialized, innovative SMEs, and supports production‑line tech upgrades and accelerated digitalization to form advanced manufacturing and SME industry clusters. It also promotes orderly development of China's low‑altitude aerial economy (drones/low‑altitude services) and implements purchase/use subsidy rules favouring higher‑quality machines, an "in with new, out with old" replacement mechanism, and scrapping/replacement of obsolete farm machinery.
