Eight ministries, including the Ministry of Education, the Ministry of Human
Resources and Social Security and the State-owned Assets Supervision and
Administration Commission, issued a joint notice launching the Guopin Action
from May through December to accelerate employment for 2026 university graduates
and 2024–2025 graduates who left school without jobs. The campaign targets
expanded hiring in sectors with strong employment pull and rapid job
growth—notably manufacturing and services—by developing roles that match
graduates’ skills. Authorities will encourage quality firms and SOEs to run
Guopin Action city‑industry recruitment events tied to the 15th Five‑Year Plan
and local industrial development to boost employer participation in hiring.
