Deputy Foreign Minister Ryabkov told media at the St. Petersburg International Economic Forum on the 3rd that extreme scenarios for possible Russian nuclear use are spelled out in military doctrine and core nuclear deterrence policy. He said that if Russia’s territorial integrity is deliberately violated, Moscow reserves the option to respond with nuclear weapons — including, in the worst case, against adversaries that do not possess nuclear arms.

Kuwaiti military said early on the 3rd its air defenses were intercepting incoming hostile missiles and drones and that any explosion sounds were the result of interceptions. Some media reported a US base in Kuwait was struck. Iranian media said alarms sounded over Bahrain and earlier reported explosions on Qeshm Island in the Strait of Hormuz. Iran's state broadcaster said the attack on the US base occurred immediately after the Qeshm explosion; it is unclear whether the incidents are linked.
