Fars News reported Iran outlined a four-phase plan toward an agreement with the
United States. Phase 1 calls for a comprehensive cessation of military
operations on all fronts, covering Iran, US forces and the Axis of Resistance.
Phase 2 focuses on implementing four items: arrangements for the Strait of
Hormuz and related mechanisms, lifting blockades, removal of oil restrictions
and sanctions, and unfreezing some Iranian assets. Phase 3 would open broader
negotiations on sanctions and nuclear issues once objective, verifiable measures
are implemented. Phase 4 would establish a supervisory committee to monitor
implementation and track parties' compliance.
