Shaanxi provincial party and government offices issued Implementation Opinions
to accelerate development and use of public data resources, directing enhanced
data infrastructure and full linkage to the national data infrastructure system.
The plan mandates faster construction of horizontally connected and vertically
integrated province-wide data infrastructure, and advances Western data
flow/utilization infrastructure and a national regional (Shaanxi) functional
node. It calls for coordinated optimization of computing-power infrastructure
and accelerated build-out of a province-wide integrated compute network. The
document also launches trusted data-space pilots: supporting qualified regions
to create city-level trusted data spaces; fostering industry trusted data spaces
in power, agriculture, finance, remote sensing and materials; encouraging
enterprises in energy, transport, industrial and cultural-tourism sectors to
develop enterprise trusted data spaces; and exploring a cross-border trusted
data space for China-Europe freight trains under the Belt and Road.
