an escalation, according to two European officials and one US official. German
leaders warn non-delivery would void a Biden-era agreement and leave Berlin
short of urgently needed defensive capability. US officials frame the move as
part of a broader pullback within NATO that is straining long-standing
partnerships. US Defense Secretary told Congress last month that replenishing
munitions expended in the Iran conflict will take "months to years."
