permit on Monday morning. Travelers without valid passports may apply with
national ID at the Minsheng Road exit-entry reception hall; an expedited channel
will be available for urgent pre-trip cases. The Shanghai Municipal Transport
Commission said the move aims to open a new marine-tourism track to fill a gap
in high-end short-haul water tourism and broaden weekend leisure options.
