The National Healthcare Security Administration received submissions for a
second batch of 28 candidate reference drugs and, after formal checks and public
disclosure, convened clinical, pharmacy, pharmacoeconomics and insurance experts
from the Chinese Medical Association, China Medical Insurance Research
Association, hospitals and universities to review them. Feedback has been issued
to the applicants. 2026 national medical insurance drug-list submissions are now
open; under the trial Pre-communication Method, drugs from the first two batches
whose applicants dispute the pre-communication and who apply in the 2026
adjustment will have reference-drug status determined during the adjustment’s
comprehensive review, and the comprehensive review decision will prevail.
