June 5 — Lüliang, Shanxi held a meeting to tighten local responsibility for
coal-mine safety, assess current safety conditions and deploy priority tasks.
The city ordered implementation of the Lüliang coal-mine safety responsibility
implementation checklist (trial) and mandated three tiers of meetings — local
authorities, supervisory agencies and company principals — to reinforce warning
education, tiered management, clarify responsibilities and key control points,
and ensure tasks are executed. Counties must produce action plans; functional
departments must enforce the directives at every enterprise and require firms to
issue work plans and fulfill tasks. City and county authorities will jointly
intensify supervision of checklist and meeting compliance, and use the
provincial coal-mine safety risk rectification campaign to resolutely crack down
on illegal operators and to investigate and punish dereliction of duty,
including public officials who act as “protective umbrellas.”
