The State Administration for Market Regulation (SAMR) said China will deepen alignment with international rules and accelerate mutual recognition of standards and conformity-assessment systems, prioritising key partner regions and major trading partners. SAMR will proactively benchmark international conformity-assessment rules, technical regulations and standards, and speed up alignment of domestic certification rules, testing methods and evaluation metrics with global practice while participating in international rule‑setting to facilitate cross‑border trade. The agency plans to establish mutual‑recognition mechanisms to clear the ‘last mile’ of implementation, promote international recognition of certification results, cross‑border acceptance of testing data and shared use of audit experience, aiming for a “one test, one certification, multi‑country acceptance, global circulation” model and to have domestic certification results included in international acceptance lists. SAMR said these measures are intended to lower certification costs, shorten certification cycles and expand overseas acceptance to address exporters’ difficulties, high certification expenses and lack of interoperability.
