Hubei provincial government issued a Culture + Tourism special action plan for
2026–2028 focused on integrating cultural tourism with agriculture, industry,
commerce and sports. Rural: promote 100 rural revitalization zones and build
livable, business-friendly villages. Industry: convert factory sites into
attractions and scale industrial tourism; guide factory adaptations for tourism,
establish 50 "super-factory" experience sites and 10 industrial-technology
themed routes. Commerce: deepen integration of culture, tourism and sports into
core urban commercial districts and large shopping complexes, embedding
immersive experiential consumption. Sports: expand event activity and the events
economy, actively attract high-quality sports events, continue hosting the Wuhan
Open and Wuhan Marathon, and develop proprietary competitions including Chu
Super, basketball leagues and village-level tournaments (Village BA, Village
Super).
