two-year comprehensive zero-tariff program on imports from 53 African countries
with diplomatic ties, effective May 1. Beijing will continue to push for a Joint
Development Economic Partnership Agreement; MOFCOM framed the tariff cut as part
of China’s high‑level opening and an effort to implement Forum on China–Africa
Cooperation outcomes by leveraging China’s large market to support African
countries facing unilateralism and protectionism.
