Key numeric targets: total retail sales of consumer goods to rise 5% a year during the 15th Five-Year Plan period; goods trade import‑export scale to grow 6% a year; service outsourcing contract execution to reach $24bn by 2030. The draft also defines 15 focused indicators tied to consumption, foreign trade, exhibitions, two‑way investment and ports — including online retail sales of above‑scale wholesale and retail firms, number of world‑class commercial districts, service trade import‑export, exhibition area of key venues and added foreign‑funded functional institutions — and sets qualitative mid‑to‑long‑term goals toward 2035.
