Islamic Republic of Iran Broadcasting (IRIB) reported on the evening of the 14th that President PEZESHKIAN said the Supreme National Security Council has clearly decided to advance negotiations.

U.S. Vice President Vance said Iran could receive a $300 billion reconstruction fund financed by Gulf states, but only if Iran fulfils specified obligations. He said the U.S. is willing to discuss multiple proposals but denied that releasing $24 billion in frozen Iranian assets is part of any agreement. The agreement text has not been published; Vance said further technical details would be negotiated after any signature. He reiterated funds would be permitted only after Iran commits not to develop or acquire nuclear weapons.

The EU and France will sign a €15 billion defense loan agreement on Wednesday.
