China's State Council released the Implementation Plan for the Employment‑First
Strategy under the 15th Five‑Year Plan, setting nine priorities: strengthen
macro policy coordination to prioritize employment and implement measures to
stabilize, expand and improve jobs while adapting to AI to support employment
and entrepreneurship; align industry and employment to stabilize employment in
labor‑intensive sectors, enlarge service‑sector job capacity and tap emerging
fields for job creation; accelerate modernization of human resources, improve
match between education supply and labor demand and carry out large‑scale
vocational skills training; broaden employment channels for college graduates
and youth and build full‑chain support covering policy incentives, services,
safety nets and rights protection; scale up targeted support for migrant
workers, veterans and other key groups and strengthen help for the unemployed
and registered jobseekers; promote healthy development of flexible employment
and new employment forms, expand channels, bolster public services and protect
legal rights; improve employment and entrepreneurship service systems and the
quality of human‑resources services; strengthen protection of workers’
employment rights, refine labor standards and labor‑relations consultation
mechanisms to ensure equal employment; and enhance employment monitoring,
early‑warning and risk‑response capabilities and scientific analysis of the
employment outlook.
