Vehicles Management Regulations takes effect July 1. Article 17 authorizes the
municipal government to “orderly explore full-area open road testing and
demonstration applications” and to explore commercial operation pilots. Industry
sources say the market should focus on the qualifier “orderly explore”: current
legal scope remains testing and demonstration only, and Shenzhen has not issued
city-level commercial pilot policies. The clause provides a legal basis to
expand testing but does not set timing or designate areas; further rollout will
depend on infrastructure readiness and safety assessments and is expected to be
phased across multiple scenarios.
