MOFCOM, the NDRC and the Ministry of Finance issued an action plan to leverage
foreign investment to stabilise and upgrade growth in China, explicitly
supporting foreign firms' participation in consumption-stimulus measures. The
plan requires full inclusion of foreign companies in green-consumption programs
and international consumption center city initiatives and prohibits excluding
eligible products or services from consumption-support policies solely because
they are foreign-branded or foreign-owned. It also orders improvements to the
online business environment—setting up an enterprise-related online-infringement
reporting linkage mechanism, streamlining handling procedures, publishing
guidance for online reporting channels, and protecting foreign firms' legal
rights online.
