China's Ministry of Transport held a safety-committee plenary and a Q3 transport
safety video conference, ordering accelerated dynamic elimination of major
hazards and stepped-up proactive defenses for the flood/typhoon season. Measures
to be implemented include heavy-rain protocols of response, patrol and control;
targeted controls in high-risk areas during prolonged rain; enforcement of
flood-season safety responsibilities for key ordinary highways; inland-river
navigation restrictions and bans; maritime typhoon precautions for vessels; and
port flood- and typhoon-contingency measures. The ministry also called for
intensified supervision of high-risk sectors, boosting major-risk controls and
tighter summer oversight of hazardous-goods transport, peak-season passenger
tourism and construction-site safety.
