The White House plans to seek more than $1.4 billion from Congress to respond to the Ebola outbreak.

China State Planner and the National Energy Administration issued the 15th Five-Year Plan for New Energy System Construction, directing policy to support both centralized and distributed generation and power and non-power uses, and to promote multi-resource complementarity, spatially intensive utilisation and integrated aggregated operations. The plan targets large-scale, stable expansion of onshore wind and solar PV, offshore wind development into deep and far seas, scaling of concentrated solar power and ocean energy, and advancement of geothermal, hydrogen and green fuels. It backs hybrid projects such as wind+biomass, mandates upgrades to grid-friendly, system-compatible renewable plants, aims to double non-electric uses of new energy, and requires establishment of a comprehensive evaluation index system for new‑energy absorption. The plan sets a target for new energy to provide 30% of power generation by 2030.

At midday in Hong Kong the HSI fell 1.38% and the Hang Seng Tech Index fell 1.67%. Internet and broader tech names underperformed; gold, non-ferrous metals, coal and media stocks were among the largest decliners. Memory and storage, PCB-related names and airlines led gains.
