Chongqing Development and Reform Commission has drafted a public consultation notice aiming to raise full-lifecycle services for foreign-invested projects. The proposal calls for stronger foreign-capital attraction, the creation of an 'Invest in Chongqing' brand, and a tiered project-attraction mechanism to accelerate conversion of leads into signed deals, signings into funded projects, and funded projects into production capacity. It also proposes using the pilot free-trade zone as a testing ground and actively pursuing pilot opening policies for telecom value-added services, healthcare and education.
