The plan prioritizes tailoring layouts and formats to local conditions, optimizing content supply to meet local demand, innovating delivery models to cultivate a reading culture, and strengthening institutional support; it calls for "bookhouse+" empowerment and flexible "+bookhouse" integration, expanded digital services, development of distinctive brands, encouragement of social-sector participation and publicity to improve bookhouse functions and rural reading service efficiency.

Hang Seng up more than 2% intraday, led by CSPC PHARMA (01093.HK), Innovent Biologics (01801.HK) and Baidu (09888.HK). Hang Seng Tech index extends gains, up about 3.5%.
