Hang Seng opened lower after yesterday's rebound and slipped back below 23,000, falling over 300 points intraday to a low of 22,685.14. Brazil's Finance Ministry said the central government's primary fiscal balance in May was a deficit of 53.257 billion reais, versus a market forecast of a 53.0 billion reais deficit.
