The State-owned Assets Supervision and Administration Commission (SASAC) held a
meeting to deploy penetrative (through-the-entity) supervision for SOEs, citing
recent instructions from the CPC Central Committee and the State Council and
national mobilization on deepening SOE reform. The meeting said penetrative
supervision is a core task for improving state-asset oversight and promoting
high-quality SOE development, and that central authorities have made it a
priority this year. SASAC ordered accelerated construction of intelligent
penetrative-supervision systems, reform of the supervisory framework,
strengthened penetrative oversight in key sectors, and closure of supervisory
loops. It also called for stronger leadership, resource guarantees and talent
development to raise regulatory effectiveness.
