China's State Council issued the 15th Five‑Year Carbon Peak Action Plan, directing that new electricity demand be covered by newly added clean power and setting capacity targets for 2030: wind and solar combined ≥2,800 GW, conventional hydropower ~410 GW, and operating nuclear ~110 GW. The plan mandates a multi‑source push—build Three‑North wind/PV bases, southwest integrated hydro‑wind‑solar hubs, coastal nuclear and offshore wind capacity—and accelerate distributed PV, dispersed wind, concentrated solar power, marine energy and localized biomass/geothermal deployment. It also promotes development of integrated wind‑solar‑hydrogen‑ammonia‑methanol bases and stronger coordination of generation, grid planning and power consumption.
