China’s State Council issued its "15th Five-Year" carbon-peak action plan
targeting new-energy vehicles (NEVs) to reach about 30% of total vehicle stock
and NEV commercial/operational vehicles 25% by 2030. Measures include
accelerating electrification of public and government fleets and non-road mobile
machinery (construction, mining, ports, airports, logistics parks); phasing out
old vehicles; promoting large-scale use of new-energy heavy trucks; expanding
charging, battery-swap and green hydrogen/ammonia/methanol refuelling
infrastructure; building zero-carbon road transport corridors on major
high‑freight national highways and trunk roads; raising rail and water share for
bulk freight and NEV freight share; and developing electric, LNG, biodiesel and
green-methanol powered vessels.
