Authorities must strengthen operational monitoring and early warning, increase patrol frequency during critical periods to detect and warn on hazard signals, and tighten flood-safety management for major projects including the South-to-North Water Diversion and West–East gas transmission to secure both operational and under-construction infrastructure through the flood season.
