The plan calls for accelerated, large-scale deployment of new-energy heavy trucks and scaled fuel substitution in offshore and inland shipping to LNG, green hydrogen, ammonia, methanol and biodiesel. It mandates port shore-power retrofits and use, and replacement of airport aircraft auxiliary power systems. The plan prioritizes urban public charging networks centered on fast charging (slow charging supplementary; high-power charging an additive), strengthens construction of high-power chargers and charge-swap facilities along highways to serve electric heavy trucks, and requires high-power upgrades first for charging sites with >40% utilization during major holidays. It also directs further rollout of charging infrastructure in rural areas.
