China's Ministry of Industry and Information Technology (MIIT) and three other
ministries issued guidance to advance high‑quality development of internet
infrastructure, prioritizing stronger scenario‑based service support. The plan
targets four linkage scenarios: network linkage—speed up addressing and
switching optimizations to support high‑speed, ubiquitous connectivity and
integrated space‑air‑ground‑sea network facilities; IoT linkage—improve massive,
heterogeneous device connectivity and identification/data collection and
analysis to provide precise, standardized foundational data; data
linkage—enhance trusted cross‑domain and cross‑level data transmission and
interaction to accelerate data sharing and reuse; intelligence linkage—promote
alignment of underlying technical protocols with application scenarios to
support development of an AI industry ecosystem.
