The State Council approved the Expand Consumption '15th Five-Year Plan', calling
for measures to raise residents' incomes and support markets. Key measures:
improve factor-based distribution policies to reward greater labor input, higher
skills and innovation; strengthen wage determination, ensure reasonable wage
growth and payment guarantees; establish a minimum-wage adjustment mechanism and
steadily raise minimum wages; increase macro guidance on corporate wage
distribution; continue improving the business environment for small and micro
enterprises and individual proprietors; promote sustained, healthy development
of the property market and consolidate the capital market's stable, positive
trend; increase urban and rural residents' property income through multiple
channels; and bolster redistribution via taxes, social security and transfer
payments.
