Liaoning provincial flood-control command said it has issued orange alerts for all cities and the Shenfu Demonstration Area and activated a Level II flood emergency response effective 15:00 on July 13, citing latest weather forecasts and current hydrological, rainfall and operational conditions under the provincial flood and drought emergency plan.

The General Office of the CPC Central Committee and the General Office of the State Council issued opinions to strengthen the natural‑resource asset management system. They require a reinforced inventory, statistics and accounting framework that integrates resource surveys, land‑space monitoring, property‑rights registration and grading/valuation. Authorities will carry out regular natural‑resource asset inventories to determine physical volumes, explore methods to account for value, establish baseline asset figures and clarify usage rights, with annual updates and stronger analytical use of results. The guidance also mandates a statistical system for publicly owned natural‑resource assets, improved compilation of natural‑resource asset balance sheets with routine reporting, and exploration of natural capital accounting.

Knesset House Committee chair Ofir Katz said elections will be held on Oct. 27. The current Knesset completes its four‑year statutory term on July 17; Knesset legal adviser Sagit Afik said the Knesset will serve its full term and will not be dissolved early, so no early‑dissolution bill is required. This would be the first Israeli parliamentary election held on its legal date in nearly 40 years and the first government in more than 50 years to complete a full term.
