The State Council has issued guidance outlining five priority reforms to strengthen natural resource asset management: undertake a fuller inventory of natural resource assets; improve the property-rights framework for natural resource assets; promote asset preservation, appreciation and realization of value; enhance market-based allocation and more efficient resource use; and better protect owners’ and users’ rights. The measures were presented at a briefing by the State Council Information Office.
