Authorities will carry out regular natural‑resource asset inventories to determine physical volumes, explore methods to account for value, establish baseline asset figures and clarify usage rights, with annual updates and stronger analytical use of results. The guidance also mandates a statistical system for publicly owned natural‑resource assets, improved compilation of natural‑resource asset balance sheets with routine reporting, and exploration of natural capital accounting.
