Hong Kong metals and mining stocks rebounded from intraday lows in the afternoon: Aluminum Corp of China (02600.HK) rose more than 9.5%; China Hongqiao (01378.HK) and Jiangxi Copper (00358.HK) gained over 7%; Minmetals Resources (01208.HK), Lingbao Gold (03330.HK), China Molybdenum (03993.HK) and Zijin Gold International (02259.HK) each rose over 6%.

China's State Council approved a Plan to Expand Consumption for the 15th Five-Year Plan period, calling for a reasonable increase in public consumption and higher public-service spending on education, healthcare and elderly care. The plan directs optimization of the childcare subsidy system and the deeper rollout of demonstration pilots for childcare-service subsidies. It also mandates a universal basic public-health initiative and measures to improve basic medical services, and instructs government procurement policies to support SMEs.
