CHINA STATE PLANNER and MOFCOM said the 15th Five-Year Plan to expand
consumption links social welfare with demand-side stimulus, targeting upgrades
in elderly care, childcare, cultural & tourism and healthcare to raise household
consumption. Policy measures prioritize expanding high‑quality supply,
broadening platform channels and strengthening support and guarantees. The plan
also emphasizes reform and innovation to promote services consumption, develop
digital consumption, advance locally tailored launch-economy initiatives and
cultivate experiential consumption, using improved supporting policies to seed
new consumption growth drivers.
