Beijing's municipal party standing committee met on July 15, noting 1H economic
growth was steady and social order stable. It ordered stronger economic
monitoring and targeted measures to boost Q3 growth, prioritizing a “promote
new, stabilize small” push to advance new technologies, expand new industries
and create new application scenarios to build higher‑quality productive
capacity. The committee called for stepped‑up support for small and micro
enterprises, further business‑environment improvements, and fuller leverage of
the “four centers” and “four services” to promote Beijing’s high‑quality
development and secure a strong start to the 15th Five‑Year Plan.
