Video footage shows the countdown for SpaceX (SPCX.O) Starship's 13th test flight paused.

The US Department of Homeland Security on the 16th announced a rule limiting stays for foreign students and exchange visitors to a maximum of four years; extensions must be applied for through US Citizenship and Immigration Services (USCIS). Stays for foreign media representatives are also being shortened. DHS said the final rule will be published in the Federal Register within days and will take effect 60 days after publication.
