voter rolls. The figure stems from a verification project that has been shown to
overstate non‑citizen counts, in part because naturalized citizens are often
misclassified as non‑citizens. DHS agreements with states using the Systematic
Alien Verification for Entitlements (SAVE) system explicitly warn states to
perform their own legal due diligence before using results to clean voter rolls.
