At a press briefing on the 21st, the Ministry of Human Resources and Social
Security said it will direct local governments to implement employment and
entrepreneurship support for the household-services sector. Household-services
firms that hire workers with employment difficulties and other targeted groups
will, as prescribed, qualify for tax incentives and social‑insurance subsidies.
Individuals starting businesses in household services will, as regulated, be
eligible for tax breaks, entrepreneurial guarantee loans and venue support to
steer more workers into the sector.
