Shanghai will expand financing for aircraft, ships and core components, allowing qualified banks to provide cross-border and offshore syndicated loans and enabling eligible financing and financial leasing firms to set up SPVs to conduct leasing. The city will upgrade the Lingang New Area one‑stop financing‑leasing platform and encourage shipping companies to tap multi‑tier capital markets and explore industry funds to diversify funding channels. Financial institutions will be supported to use electronic documents recorded on‑chain and cross‑matching to provide verification for settlement, financing and insurance in shipping trade. Eligible shipping firms may establish global or regional cash management centres to centralise onshore management of domestic and foreign funds; authorities will improve cross‑border RMB usability and payment efficiency and guide shipping‑chain firms to prioritise RMB pricing or settlement.
