Shanghai municipal government published its Plan to Accelerate Construction of
an International Shipping Center (15th Five‑Year Plan), setting targets through
2030. By 2030 the city aims to have a globally leading hub‑portal capacity for
shipping, high‑quality modern shipping services, smart low‑carbon shipping
innovation, resilient governance, and materially stronger global shipping
resource allocation. The plan commits to building a world‑class container hub
and to playing a core leadership role within the Yangtze River Delta port
cluster. It also targets an Asia‑Pacific leading aviation hub to drive
high‑quality development of the Yangtze River Delta airport cluster. For the
cruise sector, Shanghai will implement a “hub port + headquarters port +
manufacturing port” model to concentrate international cruise headquarters,
expand cruise shipbuilding and supporting industries, and preliminarily
establish an Asia‑Pacific cruise economy center by 2030.
