Shanghai’s Municipal Ocean Bureau issued its 15th Five-Year marine development
plan, calling to build a world-class shipbuilding and offshore-equipment
industry cluster focused on high-tech, high-value vessels and large cruise-ship
design, construction and operation. The plan targets enhanced design, R&D and
manufacturing capacity for ultra-large LNG carriers and development of high-end
offshore product lines including oil & gas equipment, port machinery and
polar-specialized gear. It mandates a green and digital upgrade across the ship
and offshore sectors—prioritizing low- and zero-carbon fuels, green ship
energy-saving and emissions-reduction technologies, and green shipbuilding and
repair standards—and seeks to scale international transshipment and consolidated
cargo services while accelerating development of an international hub port. The
plan also directs use of the Shanghai International Reinsurance Registration and
Trading Center to strengthen global shipping reinsurance underwriting capacity
and China’s independent reinsurance supply.
