Shanghai municipal marine bureau issued the Shanghai Marine Development "15th
Five‑Year Plan", directing policy support to cultivate deep and far‑offshore
resource industries. The plan prioritizes R&D for deep‑sea oil and gas
development equipment, far‑offshore wind power hardware and advance deployment
of maritime nuclear‑powered commercial vessels. It calls for development of core
deep‑sea mining vessels and mining vehicles, accelerated marine carbon capture
and utilization research including marine carbon sequestration mechanisms and
sink‑enhancement techniques, and the formation of integrated deep‑sea innovation
industries leveraging deep‑submergence, deep‑drilling, deep‑sea networking and
polar capabilities. The plan also targets accelerated breakthroughs in deep‑sea
sensors, long‑range communications and navigation technologies.
