Russian Foreign Ministry spokeswoman Zakharova said Foreign Minister Lavrov did not hold substantive talks with Japanese Foreign Minister Motegi in Manila. She said there were no discussions on international, regional or bilateral issues, and that Lavrov returned Motegi’s greeting with a formal, polite remark.
