The State Council has approved and seven agencies jointly issued the Disease
Prevention and Control 15th Five-Year Plan. The National Health Commission,
National Disease Control Bureau, NDRC, Ministry of Finance, Ministry of
Agriculture and Rural Affairs, CUSTOMS and National Administration of
Traditional Chinese Medicine set a 2030 goal to establish a modern,
China-specific disease-control system, strengthen institutional frameworks to
prevent and defuse large-scale epidemic risk, and operate a multi-trigger,
fast-response infectious disease surveillance and early-warning system. The plan
calls for substantial upgrades to scientific assessment, precision prevention,
emergency response, clinical treatment and medical-supplies保障 capacity,
breakthroughs in public-health research and workforce development, fuller
preparedness for emerging infectious-disease outbreaks, effective control of key
infectious-disease risks and containment of major disease harms.
