Shanghai municipal government issued a 2026–2030 implementation plan to build a
Yangtze River Delta inland‑shipping pilot zone and connect inland water
transport systems. By 2030 the plan targets 280 km of class‑3 or higher
waterways meeting standards, construction of several centralized public
inland‑port zones, expansion and upgrade of Shanghai Port’s container river‑sea
direct channels, and raising the share of domestic container transport carried
by inland waterways to 35%; it also calls for significant green and smart
upgrades to inland shipping, an integrated river‑sea intermodal network and
scaled-up waterborne tourism and passenger services.
